The best snipers in the world would most likely be from the US military. Now I know that sounds biased and unoriginal but bare with me.

US army snipers, weather they are specialists or special forces are usually pretty good. A 75th ranger regiment sniper would be a good deal better. Considering a ranger has both a airborne tab, a special forces tab and a ranger tab. Their only competition would be from a Green beret or a DElLTA detachment operator, who would liklely win. The army has some good snipers overall. Defiantly world class.

The marines however train amazing snipers. Going through the basic marine sniper school means you get trained with the best and brightest tactics and skills. The step up from a basic marine sniper is probably a MARSOC team sniper. MARSOC is basically a marine special operations group. Other marine SF group include the marine RAIDERS, marine force recon, marine maritime raid teams and marine counter sniper teams(which are really rare ). Pretty much  anything from any of those teams is a great sniper.

 The navy has really good snipers, people don’t often think of the navy as having a good sniper and counter sniper force but they can old their own. Firstly there is a navy seal sniper. Navy seals all go through the same training until they become deticaited seals. When they reach the stage of being full blown navy seals they can choose something to go train and specialize in. Such as being a medic, breacher, EOD technician and even a sniper. These snipers are not only trained navy seals but they are also trained SF snipers. The step up from that is a seal that is a sniper assigned to DEVGRU(seal team six). Any seal that goes to DEVGRU is the best of the best, and is only rivaled by Delta force. Any sniper that becomes assigned to DEVGRU is damn good. They can kick absolute ass.

The Air Force also trains snipers, usually to be used with any number of their special tactics squadrons. The special tactics squadrons are trained a bit like the army green berets but just not as good(probably). 
Pararescue teams don’t use snipers, just to point that out. The airforce also has CCT and combat air controllers that are good but only in their own right. They’re not snipers.

The CIA has probably the most unknown snipers. All though they Are not conventional military, the CIA has a well trained, experienced and brutal
Sniper force. The SAD branch of the CIA, AKA the special activities division has really good snipers. Given that the CIA recruits for SAD, they usually recruit from Delta force, DEVGRU, MARSOC and the green berets. Usually then only take from tier one and tier two type special forces teams. Tier one including DEVGRU and Delta. Tier two including MARSOC and the green berets, and possibly the the 75th ranger regiment.

The coast guard also trains snipers, their snipers are basic military snipers however they are trained to shoot engine blocks of fast moving boats, so I don’t know where that puts them.

As for the best special forces/commando team?

I would go with either DEVGRU or Delta force. Why? Because they are strictly tier one SF units. They are the best of the best of the best. The SAS are good, I just don’t think they are the best when compared to US teams. Same with the Russian spetznaz(crazy bastards). There are some polish, Norwegian and even Ukrainian SF teams that are pretty good. Even Australian teams. It’s just that none of the foreign teams I’ve mentioned can hold their own against any US special forces team. Depending on level.

If all of these teams were better than their US “counterparts”, then why does the US train everybody’s SF, even the SAS.

The US not only has the size and experience to grow effective and amazing SF teams, they also have the intel gathering and support structure that these high end teams require.

Note: a lot of these team do different things, the rangers are shock troops, the seals/devgru are ghosts, the MARSOC guys are just badass, the delta guys are anything you want them to be, they can do anything. The marines are the best large scale fighting force on the planet, their snipers are even better. All of their foreign counterparts are inferior when compared to the US but compared to other foreign SF they are pretty good.

There are so many subjective variables when it comes to the “best”, and these folks are probably too busy in the real world to compete; and who would set the objective standards?  Based purely on my personal experience and observation, and admittedly highly subject to my biases, I’d say the United States has the best sniper elements and best commando units, especially when considering the various Service assets and units of the US Special Operations Command — eg, the Rangers and SEALs.  However, I would not argue the point with certain Nepalese, Brits, and Israelis I know.  I have no doubt there are superb sniper elements and commandos from other countries who, depending on mission, size of force, personnel recruitment/training/turnover, recent deployment, national support, Service utilization, and many other factors, could make a credible argument that they are best at any point in time.  The question makes for great arguments and speculation. And, of course, if you are a sniper and/or commando, you better know that your unit is the best.

A UK soldier currently holds the distance sniping record for a confirmed kill. I think it was over 2400 metres. This is just random, though. Given that in modern armies most snipers will have comparable training and equipment, separating them on purely skill terms might be tricky.
Special forces? I wouldn’t pick a fight with the Royal Marines. A large proportion of SAS troops are Marines. They are big, mean, well-equipped, well-trained and have attitude. But this is probably true of most modern specials, I’d think.
Historically, I wouldn’t have wanted to be facing a Scots regiment like the Black Watch or similar. There is a reputation for underlying psychotic disregard of risks to self which have rendered them extremely successful. Ditto for Gurkhas.

There are world sniper competitions where different countries compete including the US, the UK, Germany etc. Out of that competition the sniper team from Ireland actually won which earned them the title of best snipers in the world. As far as I know this years competition is currently underway so you could follow that to get the most recent and accurate answer.

I think answer will be USSR & Finland.Because they have proven kills in a war Environment.Some even leading to decisive victories in battles.I think entire idea of involving special forces sniper in here is wrong as Special Forces do have strategic implications but in other context  Sniper will best be performing in a conventional war.
In terms of Commandos I have special regards for Israelis because many a times they did something deemed impossible.
