Teacher flogs 11-year-old pupil so badly he could barely walk

“What Mr. THUO from NJENGA KARUME PRIMARY School in Kiambaa constituency did to  an 11 years old pupil for failing his subject. The pupil can barely walk.   I thought corporal punishment was banned?
