Anything can sink so long as it doesn’t displace enough water to keep it afloat. This isn’t what usually happens to (conscious) snakes, though; interestingly enough, all species of snake can actually swim in water. And they’re really good at it, too.
They do this by using a similar method as to when they are slithering across a smooth surface, dubbed lateral undulation. They make wave-like movements with their body, beginning at the head and moving down the tail. With every bend, they exert force upon the water behind them, providing forward momentum.
