Define “best”.
USA would kick anyone else’s butt around the globe, easily. China, Russia, the entire Europen Union, none of these could really challenge USA. Stratetgically they might (say be able to stop USA from doing something on their own turf) but head-to-head, no chance. Two of these three in alliance would probably make a tight match.
If you mean most effective considering the size, I would vote Israel. They are constantly more or less on high alert, they have a super-modern army and they are highly motivated and well-trained. Some country with a really small, but capable army might be more even more efficient but they would be so small not to be really useful in any large scale conflicts.
South Koreans have a very developed army, but Israel has been participating in serious conflicts up until recently.

I choose three armies, if this defines “best” might capture my eyes:
The Polish army
Considered to be one of the best armies in the world, the Poles are a great ideal of war struggle for freedom. They are the few European nations retaining a significant budget funding in pair with Britain
The Poles had long time fighting the invaders from Russia, Germany and Sweden, it drew my respects, much. In WWII, the Poles were known by German officials as “Black Panthers” because of Polish immediate bravery and hard-fighting system, especially the Polish intelligence themselves even analyzed, broke the enigma code which was coined as “untouchable” of Nazi Germany. Much myself disliking Russia, I would honor the Poles and Poland.
Every European experts agree that Polish army is one of the best among European armies. Witold Urbanowicz stated: “We don’t beg for freedom, we fight for it”.
The Algerian army
While most of Arab countries have suck armies, the Algerian army is a very different exception, and to be honest, I have been a fan of Algerian military for years because of their different facade than any Arab armies I bear to see
As for my viewpoint, Algeria gained independence differently than most Arab nations, and perhaps, they are unique! They won because of a bloody war, a war they lost so much people to restore their freedom; comparing to Egypt, Morocco, UAE, Qatar, Saudi Arabia, Kuwait, Iraq, which won because of foreign helps or their colonial lords guaranteed them a country. Thus this is the trait of one of the best armies in Arab and Muslim world. Their brutal past, fighting against Morocco, Mauritania, as well as their wars against Iranian, Moroccan, Libyan and Saudi-funded Islamists in 1990s and subsequent wars against terrorism, against Al Qaeda and ISIS, made them very effective and their effectiveness draw inspirations (Iraq, Syria, Tunisia, Turkey, Lebanon) as well as jealousy (UAE, Saudi Arabia, Morocco, Egypt, Libya). Especially, at 1990s, they fought with very limited helps from France and the US, mostly 95% lied on Algerian military and intelligence battling the Islamists alone.
Nelson Mandela, South African legend, stated “the Algerian army made me a man” upon his visit to Algeria at 1990, the first country he came after released from prison.
Don’t compare Algerian to Saudi, Iraqi or Syrian armies, they beg America, Iran, Turkey and Russia for helps to bombard their opponents (Gulf war or current Syrian war); or ran away like Egyptian army (1967 war with Israel, how cowardice) – and remember, Algerian army is not even too well-equipped like Saudi, Egyptian, Moroccan, Jordanian or UAE armies, but Algerian army begs nobody and never runs away in war like their Arab cousins.
The Vietnamese army
They are quite similar for me. As for my viewpoint, I guess…
Vietnam has a hard history, they fought against China, Japan, France, Laos, and then their civil war (with America’s interference) then Cambodia, Chinese and Thai invasions. They resisted both of them.
This trait proved the Vietnamese are stubborn fighters. At 1979, they defeated the Chinese, of course. And Deng was deeply humiliated to face that he pushed the reason of casualties to force the Politburo reform entire of China.
I have no clue of Vietnamese army now, but considering that they are among the best fighters, unarguably they, together with Algeria and Poland, among my favorite lists

Q: Why US, South Korean, Chinese, Israeli and Russian armies not on the list?
A: Good question. The US is strong but they caused destructions, can’t trust them. China and Russia often put up bad consequences in each places they ruled, with tyranny and barbarism. Their militaries are also corrupts inside. Israel is strong, but so what? Turkey is even stronger. They are lucky they border Arab nations, if they border Turkey, the Turks would kick their asses. South Korea is good, but not too great because they have not finished their mission to reunite Korea – which is divided as for the Chinese invasion of course.
Q: How about Pakistani and Indian armies?
A: Sorry guys, but Pakistani army is far from best. We may not lose, but we didn’t win either. I greatly admire our army, but Pakistani army is suffering rampant corruption, significant problems caused by themselves and their weird tie with Iran (which also destabilizes Balochistan). India is also corrupt, and their army, despite their professionalism is unquestioned, as you see Indian troops in Congolese jungle, or their duty to protect the country, but hampered by their brutal rule in Kashmir. Neither are the best in my eyes.
Q: Is Turkish army good?
A: Yes, but only a half. It is also too corrupt, too rampant, uncontrolled. They may have been able to consolidate the situation in Anatolia, Armenia, Iraq, Syria, but they seem to try to establish themselves instead. I also greatly respect Turkish army, their professionalism and their achievements are admirable, but their army today is full of… a**holes in power and they only want to play nationalism for their own tool of interests.

Can’t say about the Army but yes I can say with conviction that nothing can beat Israel when it comes to nationalism. Surrounded with foes from all sides and no natural resource ofits own. Israel is the strongest nation and they have the might of beating rest of the world.

If we talk about abilities than I would say Pakistan Armed forces are the best…
This is clear for several reasons…
Pakistan is the largest contributer of army officials to UN…Pakistan is the only Muslim country with atomic power…Only Pakistani armed forces has achieved 80+ medals from UN (1.Pakistan (89 medals) 2.USA (71 medals) 3.Turkey (70 medals).)…Only Pakistani armed forces has achieved 150+ medals in military exercises (1.Pakistan (153 medals) 2.North Korea (144 medals) 3.Russian (139 medals).)…Pakistan Airforce pilots are most trained pilots in all Muslim militaries and if we talk about whole world than Pakistani piloted hold 2nd spot in world just after USA…Pakistan airforce has the best kill record in the muslim world and if we talk about whole world then Pakistan air force has the 3rd best kill record just behind North Korea and Russia…Pakistan Intelligence agency ISI hold 1st spot in top 10 best intelligence agencies…Pakistan army has won the 2nd largest tank battle (the battle of Chawinda where India was with 200 tanks and 500+ soldiers and Pakistan was with only 48 tanks and 150 soldiers…Pakistan lost 20 tanks, 56 soldiers died,3 Pakistani tanks captured by India and on the other hand India lost 60 tanks,150 soldiers died and 9 Indian tanks were captured by Pakistan…giving Pakistan a clear cut victory).)…Pakistan airforce is the only airforce to shot down 10 israeli aircrafts without any loss…So now what’s your opinion…

Technologicly speaking, America is by far the best. In troop numbers, China is by far the winner.
